OpenAI began testing ads in ChatGPT on 9 February 2026 with a limited US pilot. In seven months that test has become a real advertising platform: tens of thousands of advertisers, a country list past fifty, and a self-serve dashboard called Ads Manager that opens your account and launches your campaign without an intermediary.

Which means a new advertising channel just opened. Whoever enters early buys attention at a price that is still forming — an advantage that always disappears once the auction gets crowded. But before you open your wallet, some details decide whether you can get in at all, and one of them applies to Saudi companies specifically.

Why this channel differs from Google and Meta

The difference isn't the format, it's user intent. On Google a customer types three words. On Instagram they weren't searching for anything at all — you interrupted them. In ChatGPT they write a full paragraph: what they want to accomplish, their budget, what they already tried that failed, and what worries them about the decision.

So the ad appears at a moment when the customer has explained their need in a depth no other channel gets. OpenAI describes this as the moment of "exploring, comparing and deciding" — the middle of the buying journey, not the start of it.

In exchange, OpenAI draws a hard line: ads do not influence ChatGPT's answers at all. They run on systems separate from the chat model, and advertisers cannot shape, rank or alter any response. An ad is a clearly labeled paid placement, visually separated from the answer — not a recommendation from ChatGPT.

Where the ad appears and who actually sees it

Before you set expectations, know the real audience size:

  • Placement: below the end of a response, labeled as sponsored and visually separated from ChatGPT's answer.
  • Who sees it: users on the Free and Go plans only.
  • Who doesn't: Plus, Pro, Business, Enterprise and Edu subscribers — no ads at all.
  • Minors: ads are not shown to accounts identified as belonging to users under 18.
  • Temporary Chats show no ads, and neither does the ChatGPT Atlas browser during this phase.
  • Sensitive topics: ads are not eligible near sensitive or regulated content such as personal health, mental health and politics. Political advertising is currently not allowed in ChatGPT.

The practical takeaway: your audience here is the Free and Go user. That is not a weakness — it is the large majority of users. But it does mean decision-makers at large enterprises on Enterprise plans will not be reached through this channel.

How to launch your campaign, step by step

These are the seven stages you actually move through inside Ads Manager:

  • 1. Open the account. Sign up at ads.openai.com. The critical condition: the legal entity that will advertise and be billed must be registered in a country on OpenAI's available list — the point we return to shortly.
  • 2. Verify the entity and add payment. Company details, payment card and billing address. The account always carries the advertiser's legal entity, whichever route you arrive by.
  • 3. Set budget and pacing. A daily budget that caps your spend, and pacing that spreads it across the day instead of burning it in an hour.
  • 4. Choose the buying model. Three options: CPM by impression, CPC by click so you only pay when someone clicks, and conversion optimization, which steers spend toward a business outcome rather than a click.
  • 5. Configure targeting. Three tools are available: geo-targeting, custom audiences you upload from your own data, and "context hints" describing the kinds of conversations where you want your ad to appear.
  • 6. Upload the creative. Headline, copy, landing page and call-to-action buttons. Note that OpenAI's system reads the landing page itself as one of its matching signals — your page is part of the targeting, not just a destination.
  • 7. Connect measurement. The OpenAI Pixel, the Conversions API, and third-party measurement integrations. Skip this and you will see impressions and clicks only, with no idea which of them became a customer.

What targeting does not include — and why it matters most

Anyone arriving from Google or Meta gets surprised here. What exists is geography, custom audiences and context hints. Keywords do not exist, and neither do detailed demographic targeting or third-party audiences.

The reason is that OpenAI keeps the serving decision inside its own system: you describe who you want and in what context, and the system decides when to show based on the live conversation, your ad copy and your landing page. Which means the quality of your writing is part of the targeting mechanism itself, not just a message delivered after the system has decided. Write a vague, generic ad and you don't only lose clicks — you lose the chance to appear at all.

On privacy, OpenAI's position is stated plainly: conversations are not shared with advertisers and user data is never sold; advertisers have no access to chats, chat history or memories. What you receive as an advertiser is aggregated, non-identifying reporting — impressions, clicks and conversions.

And here's the surprise: where Saudi Arabia sits on the list

This is the most important section for a Saudi business owner, and the one most often reported incorrectly online.

We checked OpenAI's official Ads Manager availability table on the publication date of this article. The table explicitly requires that the legal entity advertising and being billed is registered in a listed country. The result:

Read that table again. Nearly every Gulf neighbour is on the list; Saudi Arabia and the UAE are not. This is the position today and may change tomorrow, because OpenAI updates the table without announcements and without dates.

A practical warning: if you ask an AI assistant whether ChatGPT Ads are available in Saudi Arabia or the UAE, it may answer confidently that they are. Specialist trackers recorded Google's AI Overview giving exactly that wrong answer about the UAE in the same week OpenAI's own page said otherwise. The only authoritative source is OpenAI's own table — and check the date you read it.

Your three routes if your company is Saudi

Saudi Arabia's absence from the self-serve list does not close the door. You have three real routes:

  • Route one — partners. This route did not close when self-serve opened. OpenAI works with agency partners including Dentsu, Omnicom, Publicis and WPP, and technology partners including Adobe, Criteo, Kargo, Pacvue and StackAdapt. Buying happens through their tools, while OpenAI retains all delivery decisions.
  • Route two — the ads sales team directly. Advertisers with larger budgets and more complex needs can contact the OpenAI Ads team through the advertiser interest form on their site.
  • Route three — an entity in a listed country. If your group has an entity registered in Bahrain, Kuwait, Qatar, Oman or Jordan, that entity is eligible to open the account. But be careful: the account carries the legal entity and its country cannot be changed later, so this is a structural decision that deserves legal and accounting review before execution, not after.

There is also a fourth route that costs nothing: register your interest at ads.openai.com now so you're notified the moment Saudi Arabia opens, and use the waiting period to prepare. Whoever arrives on opening day with a live landing page, a working pixel and defined conversions will be three months ahead of whoever starts preparing that day.

Get ready now: the pre-launch checklist

These five items can be done today regardless of when the market opens — and all of them improve your existing Google and Meta campaigns too:

  • A landing page that serves one intent. Not your homepage. A page that answers one specific intent and ends in one clear action. Remember OpenAI's system reads that page as a matching signal, so clarity pays you twice.
  • Measurement working before the first riyal. Pixel installed, Conversions API connected, and conversions defined commercially: quote request, booked appointment, completed purchase. Advertising without measurement is spending without learning.
  • A written definition of your ideal customer. Context hints depend on how you describe the conversations you want to appear in, and a vague description buys vague impressions.
  • Copy written for the moment of decision. Not generic marketing slogans. The customer just explained their problem; the ad that speaks to that exact problem is the one that wins.
  • A clear, specific offer. What they get, at what price, and what the next step is. A vague offer kills conversion even when targeting is perfect.
